Gunmen on a motorcycle shot dead four traders from the mainly Christian Igbo ethnic group on Monday in the city of Yola, residents said, the latest in a string of such attacks.

Islamist group Boko Haram has carried
out scores of shootings and bomb attacks in northern, but it was not
immediately clear who was behind
Monday’s killings in the city of Yola,
the capital of Adamawa state. Police could not be reached for comment.

“Two men riding a motorcycle came by
some shops owned by Igbo traders,”
one resident said. “They shot dead the four men chatting outside their closed shops around 3:30pm. Igbos in the city had refused to open their shops in protest over the killing of a bartender in a beer parlour last night by some gunmen.”

In January, gunmen opened fire on
worshippers at a church in Yola, killing
at least eight people. Boko Haram’s insurgency has taken more than 1,000 lives since mid -2009.

At least one Shia Muslim worshiper has
been killed and several others have been
injured after unidentified gunmen opened fire in a mosque in Nigeria.
Local sources say two people were killed
in the attack.

The attack took place in the northeastern Potiskum city outside the
home of a cleric who leads the Sunday
evening prayers. According to locals, this cleric was present at the scene of the shooting but was unharmed in the attack.

The Nigerian Army has rejected reports
that this cleric was present at the scene
of the attack. The cleric has gained popularity for criticizing the Boko Haram Islamists. The religious leader is also known to have criticized the Nigerian Army for its handling of a recent attack on the city’scattle market, which left at least 34 dead.

According to one of the locals, the gunmen, who were in four vehicles,
appeared to want to assassinate the
cleric but instead killed his brother, who
resembles the religious leader, and his
driver.

According to another one of the locals the assailants fled in their cars after opening fire on worshipers.

NAIROBI, May 28 (Reuters)

An explosion tore through a shopping complex in Nairobi’s business district during Monday’s lunch hour, wounding more than 30 people, and police said they were investigating whether it was a bomb attack.

Police spokesman Eric Kiraithe said anti-
terrorism police were combing the blast
site in the city centre for clues,appearing to row back on an earlier suggestion by the police commissioner that a massive electrical fault might be to blame. More than ten people have been killed in a string of attacks in Nairobi and the port city of Mombasa since Kenya sent troops into Somalia in October to fight al Qaeda-linked militants.

Nairobi has blamed the al Shabaab
militants, who merged with al Qaeda
earlier this year, for the surge in violence and kidnappings that has threatened tourism in east Africa’s biggest economy and wider regional destabilisation. “The investigating team is exploring the possibility that the blast was caused by criminals using an improvised explosive device,” Kiraithe said in a statement.

Two shopkeepers told Reuters independently that they saw a man drop a bag inside the trading centre moments before the blast. “He came into the shop twice, looking at T-shirts. He said he didn’t have money so he left. Then he came back,” said Irene Wachira. “(He was) three shops away from where I was. He left a bag and a few moments later we had an explosion. The roof caved in and debris started falling on
us,” Wachira said.

Prime Minister Raila Odinga said Kenyans would not be cowed by “terrorists”. A spokesman for Kenya Power, the country’s sole electricity distributor, said initial investigations had ruled out any electrical malfunction. Dense black smoke initially billowed
through the building’s collapsed roof and sirens blared as emergency service crews rushed to Moi Avenue, a major road running through the city. A military helicopter hovered in the skies above downtown Nairobi and the security
forces cordoned off nearby streets.

“WASTING LIFE”

Medics applied bandages to the walking
wounded, many of whom had been caught by flying glass, while some
bystanders wailed in shock. Clothing,
shoes and blown out windows littered the road. Crowds carried away people seen with blood streaming down their faces. The police said 33 people had been wounded.

In the days after Kenya deployed soldiers across the border, al Shabaab warned Nairobi to withdraw from its southern strongholds or risk bringing the “flames of war” into Kenya. In April, the U.S. embassy in Kenya warned of a possible strike on Nairobi’s hotels and key government buildings, which it said was in the last stages of planning. The recent attacks, however, have tended
to target low profile institutions, such as
bars and nightclubs, where security is
typically relatively light.

“Maybe it is these al Qaeda people. They
are wasting life for nothing. Just innocent people going about their business,” said Wilfred Kimani who was several blocks away from the blast. Outside Nairobi’s Jamia mosque, one
Somali refugee who identified herself as
Aisha said she feared a backlash if al
Shabaab or its sympathisers were behind the explosion.

“It’s bad because Kenyans may get
angrier now.” There have also been several attacks near the border with Somalia since Kenya’s military incursion. At least five people were killed in two separate attacks in the remote region on Saturday. The blast weakend the shilling 0.3 percent before the local currency recovered some of the losses, partly due to a sale of dollars by the Central Bank. It was not clear if the bank’s intervention was a response to the market jitters caused by the blast.

THE Nigerian Army on Monday began the
court-martial of 14 soldiers serving in
Security Task Forces in Maiduguri, Jos
and Bauchi for alleged misconduct.According to the News Agency of Nigeria (NAN), the accused included two Colonels, a Master Warrant Officer,
seven Lance Corporals and four Privates.

The GOC, 3 Armoured Division, Maj. Gen
Jack Nwaogbo, while inaugurating the
court at the 3 Armoured Division in Jos,
said the trial was to determine the
culpability of the accused in the charges
brought against them. “Court-martial is one of the procedures in the Armed forces to right some of the perceived wrongdoings by either officers or soldiers who may have erred or allegedly erred in the course of performing their duties.

“This court-martial is meant to try
alleged offences committed by officers
and soldiers serving in 3 Armoured
Division, the Special Task Force in
Plateau and Bauchi, and the Joint
Special Task Force in Maiduguri.”

Nwaogbo explained that the 3 Division
was the only location in the North
authorised to set up such court to try
erring personnel. The GOC urged members of the public to always report cases of abuse and misconduct by military personnel,pointing out that such reports would help the authorities enforce discipline and the rights of victims.

“For now, all of them (accused) are
presumed innocent until proven otherwise by the court; it is not my duty
to pronounce any one of them guilty for
now. “That is why in line with my
responsibility as the GOC, and also in
line with the Armed Forces Act CAP A-20 Laws of the Federation of Nigeria, I
have set up this Court to look into these
cases and to adjudicate as appropriate.”

Nwaogbo charged the defence counsels
to look into the charges preferred
against their clients to ensure that
justice was done, while also urging the
prosecuting counsels to cooperate with
the court. Earlier, Lt. Col. Stephen Andow, General Staff Officer, 3 Division, explained that the offences leveled against the accused were beyond the powers of their various commanders.

The President of the six-man Court, Brig
Gen Adamoh Salihu, pledged to be fair
and just in the discharge of their duties. NAN reports that details of the charges
were not given.

The Nigerian Army on Friday said it was
committed to tackling security challenges facing the country. The Chief of Army Staff, Lt.-Gen. Onyeabo
Ihejirika said this when he paid an
official visit to Amb. Oluwatoyin Lawal,
the Acting Nigerian High Commissioner
to the UK, in London.

“We are building capacity of our personnel to be able to meet the current
security challenges not just in Nigeria but also to have capacity to assist our
neighbours particularly in the West
African sub-region and Africa,’’ Ihejirika said. He explained that in order to win this `war’, the Nigerian Army has put in place series of reforms including the expansion of its training centre, which was previously a training ground dedicated to conventional warfare exercises.

He said it has also introduced a department of counter-terrorism and
counter insurgency; and a department for advanced recruit training. Ihejirika said a Civil-Military relations department has been established in recognition of the fact that the current security challenges differed from the conventional warfare which it was used
to.

He said a War Dog Department has also
been established in recognition of the
relevance of the use of dogs particularly
to detect illegal drugs. “Currently, we have a school at about 90 per cent completion in Lagos with the capacity to train 50 dogs, another unit in Abuja and we intend to spread this across the country. “We have trained about 40 personnel on dog handling in the U.S while some are currently undergoing training outside the country,’’ he said.

Ihejirika said he was optimistic that the
military was capable of transforming into a better force, able to meet contemporary challenges in line with the federal government’s transformation agenda.

Earlier, Lawal commended the military for its significant role in maintaining peace and security in the country. He said the Nigerian Army remained one
of the key players in global peacekeeping operations adding that its commitment “can never be over-emphasised”.

The last batches of a 600-strong west African military force charged with restoring stability in Guinea-Bissau after an April coup arrived on Sunday in the unstable west African nation. “Our force is in place,” an officer of the Economic Community of West African States (ECOWAS) told AFP.

The 629 troops are based in Cumere, 35
kilometres (22 miles) north of the capital. Nigerian and Senegalese nationals form the bulk of the force, flown in by Nigerian military planes. The soldiers who ousted Guinea-Bissau’s
government last month cited as a reason for their coup a 600-strong Angolan force that was part of a 2010 defence cooperation agreement between the two former Portuguese colonies.

The ECOWAS soldiers will replace the
Angolans and help keep order in the
country during a transition period of one
year until fresh elections are held.Guinea-Bissau has become a hub for drug-running between South America and Europe.

Nigeria will send 142 policemen to Guinea-Bissau as part of the ECOWAS mission, ECOMIB, being deployed to that country to support the restoration of constitutional rule, provide security for VIPs and guarantee the freedom of movement of humanitarian agencies in the country.

Acting Inspector General of Police Mohammed Abubakar announced the planned deployment at the weekend, but did not say how soon the policemen would be sent. Nigeria is also expected to contribute 160 soldiers to the 629-strong regional force that will replace Angolan troops in Guinea-Bissau, which was thrown into a fresh crisis in April when soldiers toppled the constitutional order and stopped the planned presidential runoff.

Apart from Nigeria, countries expected to contribute troops to ECOMIB are Burkina Faso, which has already sent in the first batch of 170 policemen,Senegal and Cote d’Ivoire. Togo is on standby to send in troops, if necessary, PANA learnt from sources close to the force, which is being commanded by Col. Gnibanga Barro.

Maj.-Gen. Garba Wahab, the General
Officer Commanding (GOC) 1 Division,
Nigerian Army, Kaduna, also said that
62 soldiers were repatriated from the
mission in Sudan for acts of indiscipline.

Wahab made the remarks at the graduation ceremony of 26 Battalion
pre-deployment training course 1 at
the Nigerian Army Peacekeeping Centre, Jaji, near Kaduna on Sunday. He warned troops of the 26 Battalion against similar acts, adding that the army would not accept a repeat of such acts in mission assignments. The GOC also urged them to remain focused and highly professional in the discharge of their duties.

He said, “The Nigerian Army will not
accept any situation, where its troops
are disarmed; hence, the need for
effective leadership at all levels.” The GOC said that those repatriated were being investigated to ascertain their culpability in the acts and would be punished if found wanting in the discharge of their duty, while in the
mission area.

Wahab said, “You must be resolute in
dealing with operational matters,while ensuring compliance with UNAMID’s rules of engagement and force protection measures. “Your success in the mission area will justify resources and time spent on your training. “It is important to remind you of the
unpredictable situation in Sudan due
to the complexity in the conflict
environment and dynamics.”

Earlier, the Commandant of the Centre, Maj.-Gen. J.S Zaruwa, said that the troops had received “appreciable level of training to ensure effective performance in peace support operations”
