UGANDAN, KENYAN OIL PROSPECTS COMPARED, CRITICS WARN OF ‘OIL CURSE’ FOR UGANDA

The discovery of oil offers tremendous
opportunities for Uganda. It also poses
several risks if the country succumbs to
what some analysts call the oil curse – or the diversion of revenues for
development through mismanagement and corruption. Many are concerned about the way the government has handled the Production Sharing Agreements (PSAs), or contracts with the oil companies.

”The details of the PSAs have not been
made public,” said Joel Barkan, a
professor emeritus of political science at
the University of Iowa and senior associate with the Centre for Strategic
and International Studies (CSIS) Africa Program. He’s also a specialist on
democratization and governance across
Anglophone Africa. Critics say this could imply there’s something to hide. ”There might not be something to hide, but it is a stupid way of building confidence by behaving the way they are,” said Barkan in reference to the [Uganda]government refusal to make the agreements public.

Another problem in Uganda, continued
Barkan, ”is what is happening in the oil
producing areas.” He cited reports of parts of Murchison Falls National park, a pristine eco-system, being cordoned off for drilling, and land grabs in the area of Bunyoro where initial production is starting. ”The beginning of the oil industry in Uganda does not inspire confidence,” he said.

Barkan said oil companies should adhere to rules against bribery. ”All these [oil] companies are subject to the laws of the countries in which they are incorporated; some of those countries
have stringent rules in terms of bribes.
Apparently that does not apply in terms of Tullow Oil, which is registered in Ireland where they are no strict restrictions like in the USA.” He also faulted the timeline of exploration and drilling in Uganda saying offshore oil in particular can be brought under production much more rapidly.”But it depends on where the oil is being produced and the nature of the oil,” he explained.

Barkan noted that Uganda needs a
pipeline to transport the oil to the coast,
and a small refinery to handle modest
amounts of oil for local consumption and
for export to immediate neighbors like
Rwanda and the eastern Democratic Republic of Congo. He pointed out that Uganda oil has very high paraffin and wax content meaning it congeals easily and is very heavy to move. Any future pipeline, he said, would have to be above ground and be heated. ”This poses a greater environmental risk and also provides a security risk.”

In contrast, Barkan said, a very sweet
variety of oil was recently discovered in
northern Kenya and may come on stream faster and prove to be serious
competition for Uganda oil. He warned that Uganda was vulnerable to the so-called ”oil curse” given the government’s lack of transparency so far, and given the fact, he said, that the political system is fundamentally based on patronage and cash handouts from the presidency.

This, he said, would make it difficult for
the World Bank to fund the construction
of the pipeline that Uganda needs to
export oil. ”Any prospect of Uganda securing the support from the World Bank to build a pipeline is just not there. It’s not on until they switch gears and pursue the oil in a more transparent manner.” Uganda government officials project commercial extraction to begin in 3-5 years

Kenyan Prime Minister Raila Odinga says the country has received funding from China to install surveillance cameras in an effort to fight terrorism in Kenyan cities.

Odinga told Kenya’s parliament
Wednesday the government will soon be
installing the closed-circuit television
(CCTV) cameras across the country,
starting with the capital Nairobi. “We are going to start the installation almost immediately,” said Odinga. “And this is going to spread to other cities,Mombasa is next, then Kisumu, and other cities, Mr. Speaker.”

He said Kenya received a $100-million
grant from China for the project, and that the goal is to stop terrorism and improve security.

On the streets of Nairobi,Kenyan citizens had mixed reactions about the project. Kenyan Albert Bwire expressed support
for the cameras. “I think that is a good idea, because CCTV camera will be able to capture any criminal activities, especially in this moment of elections,” said Bwire. “I think security forces will also be able to curb certain plans by the criminals, the gangs are planning to interrupt the election. So I think I do support that issue of CCTV cameras.”Benson Njunguna was also supportive.”You have heard of so much money being used somewhere and it does not help, but I think this can help,” added Njunguna.

But Jimmy Kariuki was against the plan. “I do not think so. Why are they targeting only big towns? I usually go to church, it is outside Nairobi, it is only in the village, what are they deciding about us? Those people in the village. I do not think – it is not worth the money, definitely,” Kariuki noted. Alois Gitonga expressed worry that corruption would sideline the surveillance program. “You know we have been experiencing so
many such scandals before. So I cannot
tell you the truth how it is going to
succeed or whether somebody is going to pocket that money. Because there are so many projects, where money has been pocketed. So there’s no guarantee for this one,” said Gitonga.

The Kenyan government’s counter-terrorism efforts have focused in large
part on the Somali community. Militants from Somalia have staged a number of cross-border raids in the past year, abducting tourists and aid workers, and attacking Kenyan police. A Kenyan-Somali who works in marketing, Ibrahim Mohammed, told said that he thinks the CCTV could actually be a good thing for Somalis. “Every crime that happens it is blamed on Somalis. So the camera might put clear who exactly is doing the wrong things,” Mohammed said.

Abdi Shekih Mohammed, another Kenyan-Somali has similar feelings. “I support that initiative, by the China government, Kenya government, to install CC – is it CCTV? – yeah, but the issue of taking Somalis as terrorists, I think it is a
negative perception,” he added.

Surveillance cameras are used widely in
cities around Europe. In London, there are an estimated 600,000 cameras for a population of 7.5 million, which is one camera for every 13 people. CCTV footage played a large role in Britain’s investigation of the 2005 London subway bombing that killed 52 people.

But a 2008 study commissioned by the
British Home Office concluded that CCTV
cameras have had little impact on crime,
except in parking lots. The widespread use of cameras has also raised privacy concerns among civil rights groups. Whether it serves as a comfort or a
concern, Kenyans will soon be going to
sleep knowing the government is
watching.

The Chief of Naval Staff, Vice Admiral
Sa’ad Ibrahim, on Thursday said that
Nigeria’s maritime security and economic development are under serious threats due to the inadequate presence of Nigerian Navy at sea. He said that the Nigerian Navy was faced
with steep operational decline arising
from aged fleet, and obsolete and
decaying support infrastructure that
made it almost impossible to check the
threats.

Ibrahim, who disclosed this at a seminar
in Abuja to mark the Navy Week,
maintained that the Nigerian Navy had
not regained the lost glory of its humble
beginning and the formidable regional
maritime powers of the 70’s and 80’s that gave the country pride. He declared that regrettably, “the Nigerian Navy is today on a steep operational decline due to numerous challenges…conversely, emerging maritime security challenges like piracy, pipeline vandalism, crude oil theft, illegal bunkering, militancy and threats of terrorist attacks on the nation’s critical offshore installations are on the rise daily and assuming unprecedented sophistication and dimension, largely due to inadequate presence of the NN at sea.”

The Chief of Naval Staff said there was
urgent need to reposition the Navy, to
enable her rise to the occasion and nip
existing and emerging threats in the bud before they assume catastrophic
dimensions with huge attendant costs in human and material losses. While drawing attention to the grave situation, CNS warned that “we must not forget that Nigeria derives about 90
percent of her foreign exchange earnings from oil and gas in our maritime environment.” The import, he added, was that other developments, including the Vision 20:20:20 and the Transformation Agenda,largely depended on the resources from the maritime environment.

In his opening address, the Senate
President, Senator David Mark, noted the
various efforts to reposition the Nigerian Navy by successive governments. He said as commendable as they were, “there are still existing gaps in the current asset holding,despite the efforts.” According to Mark, who spoke through Senator Ayogu Eze, “The decline began in the early 90’s when Western nations imposed economic and military sanctions
on Nigeria as a result of protracted
military rule. Thus, it was impossible to procure essential spare parts for Navy
platforms or carry out major refits of
several ships abroad.”

The senator said it was worrisome that
Nigeria’s multibillion dollar offshore
investments like the Bonga and Agbami
oil exploration and exploitation projects
remained inadequately protected due to
insufficient platforms. “We cannot continue to turn blind eyes to the plight of the Nigerian Navy because, by doing so, we would seriously undermine our national security and economic prosperity,” he added.

He assured that the National Assembly
would do all that is constitutionally and
morally right to improve the Nigerian
Navy.

NIGERIA PARTNER SOUTH KOREA ON DEFENCE INDUSTRIES CORPORATION

THE Minister of Defence, Dr. Bello Mohammed, says the Defence Industries
Corporation of Nigeria (DICON) is partnering with South Korea in the development of the defence sector.

Mohammed said this in Abuja on Thursday when a delegation of the
International Defense Industry
Corporation of South Korea visited him. Represented by the ministry’s Permanent Secretary, Prof. Nicholas
Damachi, the minister said the relations
between South Korea and Nigeria dated
back to the 1980s.

He said a draft Memorandum of
Understanding (MoU) between Nigeria
and South Korea had been prepared and
submitted to the Ministry of Justice for
vetting. According to him, when the MoU is finally signed, the cooperation between Nigeria and South Korea in the defence sector will be strengthened.

Col. Hwang Sung-Hwan, leader of the
South Korean delegation, told the
minister that Nigerian and South
Korean staff in the defence industry had
been exchanging visits. Hwang, who is also the Director of the Korean corporation, said staff from DICON visited Korea in 2011, adding that some staff of the International Policy Institute of Korea were also in Nigeria this year.

Hwang said that both countries had
been patronising each other’s military
schools. “One of the Nigerian Air Force generals studied in Korea and many Korean citizens studied in the Nigerian Armed Forces Command and Staff College, Jaji, Kaduna,’’ he said. Hwang said that his country wished to strengthen cooperation with Nigeria to
develop DICON.

The Kano State Police Command yesterday said it has defused at least 617 Improvised Explosive Devices (IEDs) since the deadly January 20, 2012 bomb attack on the metropolitan city of Kano by suspected terrorists.

The IEDs were made up of 600 canned explosives and 20 in graduated drums. Also, the command said it has, for the
first time, recorded crude oil bunkering
and vandalisation of pipeline in the
state, with the arrest of the suspects and also impounded the tankers used for the illegal business.

Shortly after the arrest, the police command invited the management of the Nigerian National Petroleum Corporation(NNPC) in the state, who after inspection, confirmed that the product was crude oil, which was scooped from the pipeline conveying crude oil from Lokoja to Kaduna.

Besides, the command, under the period
in review, recorded six rape cases, just as it also recorded two currency counterfeit cases, totaling $7, 900, as well as three cases of recovery of arms and ammunition and evacuation of explosive devices.

Addressing journalists at the command
headquarters in Bompai yesterday, the
state Commissioner of Police, Idris
Ibrahim, said the command dealt with
seven armed robbery cases, including the theft of motor vehicles and cars. According to the police boss, all suspects
arrested in the various rape cases, most
of whom were juveniles, whose ages
range between five and 13 years and
were already being interrogated and
would be arraigned in court for prosecution soon.

Among those arrested for rape offences
are Nura Magaji, of Rogo town, for
allegedly raping an eight-year-old girl, by which she sustained injuries, another
rape suspect was Yakubu Abdullahi, 30,
who lured and raped a five-year-old girl, Yakubu Ismaila, for raping a six-year-old
girl. Investigating police officers handling the cases have obtained medical reports,which confirmed the commission of the offence by the suspects.

One Shitta Abdullahi of Kofar Waika
Quarters was arrested on Bello Road,
Kano for being in possession of 14 pieces of US Dollar notes, all in $100
denomination, amounting to a total of $1,400 which he confessed to have been cheating innocent and unsuspecting
members of the public by selling same as genuine.

The command also recovered during the
week, arms and ammunition, as well as
IEDs, AK 47 assault rifles, containing 37-
live ammunition in Shekar Maidaki Quar-
ters, Kano. One other suspect was also arrested for taking a snap shot with police ceremonial uniform, who upon interrogation confessed that a serving police officer offered him the uniform. Meanwhile, police authorities have
arrested and detained a serving police
officer, who is undergoing investigation.
